Answers

(01) Who is responsible?

Principally, every builder-owner is responsible for the investigation into the dangers that might arise from the presence of explosive ordnance on his land and for the removal of the same. He may resort to the assistance of specialized companies and to that of the relevant authorities (Disposal Service) of his federal state.

(02) Who pays the cost?

The builder-owner is responsible for the costs of the preparatory measures (access to the site, clearing of trees, demolition of structures, etc.). Exploration, salvaging and clearance costs are born by the competent public authorities. Please note that the regulations may differ in parts between the various federal states.

(03) What can I do?

The federal state’s departments can provide you with information on the possible dangers of explosive ordnance. In case of concrete danger (relevant information provided by the departments concerned or chance finds on your land) an application for the removal of dangerous substances is to be lodged with the public affairs office of you municipality.

(04) How can one find a qualified contractor?

As a rule, qualified contractors for the removal of explosive ordnance are members of an umbrella organization which, as an impartial authority, monitors the technical and personnel quality through examinations on a regular basis. An example given is the “Güteschutzgemeinschaft Kampfmittelräumung Deutschland e.V”.

Qualified contractors are as a rule DIN certified, in order to assure permanent quality. Thorough and qualified information provided following an inquiry on possible solutions are another indication for a qualified commercial contractor.

(05) What are the dangers to man and the environment causd by explosive ordnance?

Even 60 years following the end of both world wars they do pose a real danger. Every year you will find reports in the media on accidents that occurred with ammunition stemming from both world wars.

Explosives and initial detonators are chemically very stable and degrade very slowly due to environmental influence. Crystalline exudations will increase the dangers of transition of the explosives and initiators. If they are subjected to only minor friction or heat this may result in their explosive transformation. Many severe accidents with old ammunition are the result of a lack of knowledge of these facts and of false treatment of found ammunition by the layman.

Military ammunition is designed and manufactured for use under difficult climatic conditions. Having been burrowed in moist soil for a period of sixty years is no guarantee for the failure of the mechanical initiator of such ammunition due to corrosion.

All military and civil-use explosives are toxic. Signs of poisoning of a person or an animal are the result of direct contact with the skin, or by taking up the substances orally or via the lungs. Examples are explosives dissolved in the drinking water or explosives in the shape of dust. The contamination of the environment by ammunition containing white phosphorous are another dangerous aspect. As a rule, there is a risk of endangering the environment apart from the risks posed to life and health.

(06) Who supplies information on cleared sites?

The departments of the federal states provide evidence on cleared sites in their region. They are competent in providing you with qualified information and in assessing the possible risks posed by explosive ordnance.

(07) May explosive ordnance lie under building structures?

If an accelerated body (the streamlined bomb shell) enters the soil, it displaces the same and in consequence is braked down. The body follows an arch-shaped path in the soil and tends to move towards the surface.

If the bomb has come to a standstill, the dud comes to rest on its arch-shaped curve of soil penetration. This is why duds are often found with their point showing upwards or lying horizontally.

There are wartime reports of bombs that actually have “shot out” of the soil. The bomb not only describes its circular path in the ground but also tends to move away from its point of entry. Depending on its weight, its speed and the angle of incidence the bomb shell moves away from its point of entry. Therefore it is quite feasible that duds are positioned beneath buildings that where erected before 1945.

There may also be dud bombs beneath buildings constructed after 1945 if no examination for explosive ordnance was conducted before construction work began and if such duds were not discovered accidentally during excavation work. As a rule construction work was completed over undiscovered dud bombs.

(08) Have cleared sites a higher market value?

Yes! Professionally cleared sites of the kind handed over by P-H-Röhll NRW GmbH are virtually free from explosive ordnance, as far as technically possible and excluding any imponderabilities.

In consequence these cleared areas enjoy a big increase in value for the after-user which is the result of several advantages they now have: low-risk development of housing, danger-free access, freedom from poisonous substances stemming from relics of war, legal security for the builder-owner, protection of the environment and active environmental-damage prevention.

(09) What does professional documentation mean?

Proper documentation means that the client will be provided with a qualified final report following the conclusion of work. Apart from a free description of the measures taken it contains a detailed list of the work executed, of any difficulties and obstacles encountered, a description of the technology deployed and a concluding overall evaluation.

The report comprises the following enclosures:
– Site maps
– Photographic documentation
– Bore hole diagrams (pictorial representation of computer-supported area diagrams)
– Survey of find locations
– Exact description of finds

In addition, proofs required by the customer are enclosed (e.g. daily construction reports, instruction protocols, etc.).

(10) Who will dispose salvaged combat agents?

The removal of dangers caused by combat agents from both world wars is a sovereign duty of the federal states.

The storage, disposal, transport and the proper destruction of recovered combat agents is a legally defined duty of the federal states.

The federal states must bear the costs accruing from the above activities. As a rule, the federal states use their own special services or commission qualified companies.

(11) How quickly does P-H-Röhll NRW react?

After receiving the order we will specify the proceedings with the client and take into account the client’s requirements regarding the scheduling of work.

By deploying several experienced Röhll gangs simultaneously we are in the position to open up a new clearance site very quickly.

(12) How long will the salvaging take?

Due to the complexity of this matter it is not possible to give more accurate time information.

Combat agents, which can be localized unmistakably within the measuring range, may well be salvaged within a few hours.
